Templates for 'PHP' and 'PHPDoc' contexts not available

Description 

The editor templates accessable via don't include the
php or phpdoc templates. In addittion the context drop
down list for adding new templates doesn't offer php or
phpdoc as options.

My PHPEclipse tools core version is 1.1.2

You can find the templates here:
Window->Preferences
PHPeclipse Web Development->PHP->Editor->Templates

Yes I know, not very intuitive, I have to clean this up, but
no time at the moment.
