On Windows the default charset for every new PHP project is Cp1252 (eclipse standard) The attached patch sets the default charset to UTF-8. Should we introduce this patch into current CVS? Or are there reasons why a project shouldn't get UTF-8 by default. Most of the projects I know are UTF-8 based by default.

I checked the code inside the project and looks like it is now UTF-8. Also the project will pick up the local default settings.
